Yesterday, it was learned from the National Semiconductor Lighting Engineering R&D and Industry Alliance that the on-site meeting for the "Ten Cities, Ten Thousand Lights" semiconductor lighting pilot project, jointly organized by the High tech Department of the Ministry of Science and Technology and the Urban Construction Department of the Ministry of Housing and Urban Rural Development, was recently held in Guangzhou.

At the meeting, a series of important policy guidance documents were released, including the Implementation Plan for the Pilot Work of "Ten Cities, Ten Thousand Lamps" (draft for comments), the Guiding Opinions on Business Models such as Contract Energy Management for the "Ten Cities, Ten Thousand Lamps" Demonstration Project (draft for comments), and the 12th Five Year Plan for the Development of Semiconductor Lighting Technology.

This means that the "Ten Cities, Ten Thousand Lights" pilot program, which has been in operation for over two years, will receive the first guidance issued by the competent authorities, further breaking through regional restrictions.

Vice Minister of Housing and Urban Rural Development Qiu Baoxing pointed out that in the next five years, semiconductor lighting will become the undisputed "main force" of China's energy conservation and emission reduction cause. With the transformation of urban lighting, semiconductor lighting has enormous potential for application and considerable development vision.

According to a research report released by the US market research firm IDC, despite the global economic downturn, global semiconductor revenue is expected to grow by 3.4% and 3.1% respectively in 2011 and 2012, reaching $296 billion and $305 billion.

According to a research report by Shenyin Wanguo, global demand for electronics continues to be sluggish, with a slight increase in BB value to 0.83. The global semiconductor sales growth rate in October was weaker than that in September, with a year-on-year decrease of 4.1%. In November, the BB values of North American semiconductor equipment rebounded from 0.74 to 0.83. The increase in BB values was due to a decrease in shipments and a slight rebound in orders, indicating that the investment willingness of international semiconductor companies has slightly improved.

However, according to observations from 21st Century Network, semiconductor related stocks have been weaker than the index in the past half month. Although Changdian Technology (600584) rose 3.59% on Friday with the rebound of the market, closing at 5.48 yuan/share, its decline still reached 10.01% compared to the closing price of 6.09 yuan/share on Monday (12th). Dongguang Microelectronics (002504) closed at 14.28 yuan/share on Friday, a decrease of 10.07% compared to Monday's closing price of 15.88 yuan/share.

According to a research report by CITIC Securities, semiconductors are still sluggish. The revenue of chip foundry in October decreased by 6.6% year-on-year, although it increased by 10% month on month, it still did not help reverse the decline in the second half of the year. The LC design group still performs the worst in the sub industry, with a year-on-year decline of 6.5%, and has been experiencing a continuous decline in revenue for sixteen months. Semiconductor packaging and testing continue to decline (-4.6% YoY) due to inventory depletion by international giants and conservative customer orders, and have experienced negative year-on-year growth for six consecutive months.
